If you start with a mage character you should have Magic Missile and Detect Monsters spells. As per the p_class.txt data.

However you actually get Acid Bolt and Alter Reality. These are spells 1 and 2 in the new system (and Magic Missile and Detect Monsters were probably 1 and 2 in the old). spell.txt and object.txt has the correct values, so I'm not sure where the sval name / number information is coming from.
False alarm - I just needed to delete the *.raw files. (Always delete *.raw files after changing edit files - even if it should update them automatically)
