Attached WIP patch that splits wrap setting out from topology setting. What this patch is still missing, is migration of old savegames and rulesets.

I just can't get that to stay selected. All the other changes I make work fine, that, not so much. I'm running 2.6.4 gtk3.22 on a Mac, but honestly this has been broken for a few years best I can tell
