Ticket details:
S3_1 is supposed to accept inconsistent transform_result and transform_time in compatibility mode (inconsistency was not an error in 3.0). However, it fails when the inconsistency is such a way that transform_result indicates transformation to be disabled and transform_time indicates it to be enabled.
This is failing CI build (ruleset update test) -> considered emergency fix.
