Release S3_1-alpha1
Thinking if we should postpone S3_1-alpha1 until #42397 (Defining FREECIV_DELTA_PROTOCOL in meson based builds) gets merged. The main idea of light-weight alpha releases is to provide point in version history from which all the different components are provided from, so they are compatible with each other. Releasing with meson based builds network incompatible with autotools builds would be against that core idea of the alpha release. OTOH, meson based builds are very much WIP and experimental, so maybe we should not give too much weight for them.
We should also postpone alpha1 until we can fix the 'cannot enter huts/cities/transports (basically anything that would give a pop-up dialog) without using the numeric keypad' problem. As Alain would say: "bad user experience".

Is there now hope that it gets resolved soon? No point in delaying the release if the fix wouldn't come even then.

Ja, well, no, fine. I don't think a fix will come soon. You are right. Release! (who actually tests alpha releases anway?)
