Splitting one ugly part from #42959 for separate consideration and discussion. Ideally we'd want ruleset compatibility stuff to be contained within server/rscompat.ch -module, but it seems that we cannot contain it even within server-specific code - even common/ needs to be involved. In the particular case of #42959, we are changing Action name, which can appear in many different places in the ruleset (e.g. requirements of type "Action", various action lists), many of which are set up in common/.
At first I thought that we should add the compat mode information to common/ only in S3_1, where #42959 requires it. But there's going to be similar format updates in the future, so maybe we add the facility permanently?
