Split from / preparation for #44038. Since #44182, these can be replaced with latitude requirements.

Depends on #44324 to avoid the resulting latitude requirements being erroneously flagged as contradictory.

Note: an argument could be made that the pre-existing rscompat_req_range_3_2() function should be merged into the new rscompat_req_adjust_3_2() function; I opted not to do that here, since it'd make the patch more messy / harder to understand.
