One complication I've found is that player may get to war via an alliance without having a contact (neither max_state, nor first_contact_turn updated) to the enemy.

One complication I've found is that player may get to war via an alliance without having a contact (neither max_state, nor first_contact_turn updated) to the enemy.
That has been reworked on master (3.2)
Inspired by #44503. Let's add a sanity check that the recorded all-time-closest diplstate between players is not lower than what they have at the very moment.
