Maybe we should have secondary_rule_name, or old_rule_name, or whatever it would be called. That one would be only used as a fallback in the savegame loading when a name loaded from the savegame matches no rule_name in the ruleset. Notably 'rule_name' would be used when *saving* games.
With current rulesets that would allow us to make "Shakespeare's Theatre" (en_GB spelling) old_rule_name, and "Shakespeare's Theater" the rule_name (or leave rule_name out completely, as it defaults to the 'name'). In two decades or so, when we drop support for any savegames that still used old spelling, we could drop also that old_rule_name.
