city_tile_output(): is_celebrating ignored for effects
city_tile_output() parameter 'is_celebrating' is (according to function header) speculative.
For the effect checks, the city is fed as it is, i.e., any requirement of the celebration will check the real status, not 'is_celebrating'
Only master (3.2 ->) affected as there's no Celebration requirement in older branches.
