Okay, new plan: make these tickets one for every 20 kanji, and each time we finish one, create two new ones. Rationale: one per 20 gives finer-grained progress reports, which will be nice for anyone watching progress; higher turnover of tickets makes the project look more active (and is reasonable, since 20 kanji is still a large enough chunk of work to take a few days at least); and the create-two rule means we can gradually build up an appropriate "frontlog" of future-planned progress, without having to sit down and create a huge number of tickets in one go.
