The mkwcw program was made an unconditional target to ensure that its source would be included in distribution packages; unfortunately, that means builds will fail if BuDDy is not available. (Can be worked around by minor edit to Makefile.) Needs to be made conditional on BuDDy, and something else done (EXTRA_DIST maybe?) to make sure it is included when packaging.
