Ruledit: Add --debug commandline option
Ruledit lacks --debug commandline option to set logging level. It would help debugging cases like problems in #45028 development.
This does not update the man page, but given that it's lacking most commandline options already, maybe go forward with this ticket as it is, and leave the man page part to #45534.
