I am happy to keep them in ccs-tools package for now. Most systems
should already have readline installed anyway as bash requires it
also, and it is a common and small package.

It's better if the list isn't too excessively long, but I don't think
we need a hard limit. We should probably keep entries there that are
still relevant, so we should keep entries down to "TOMOYO Linux 2.3
released" there until 2.4 is released.
